GIICA governance
The Games Independent Infrastructure and Coordination Authority (GIICA) was established in November 2024 as an independent statutory authority, following the passing of new legislation by the Queensland Parliament.
GIICA’s establishment and remit are enshrined in the Brisbane Olympic and Paralympic Games Arrangements Act 2021, which sets out our venue delivery responsibilities and governance framework.
As a Queensland Government statutory authority, GIICA is governed by robust legislation and guided by a commitment to transparency, accountability, and community benefit. Our work is informed by the outcomes of the 100 Day Review and the 2032 Delivery Plan, ensuring that every project we deliver supports community needs and Queensland’s long-term growth and prosperity.
100 Day Review
Following our establishment as an independent authority in November 2024, The Queensland Government asked GIICA to carry out a comprehensive 100 Day Review of Games infrastructure and planning.
Our mission in conducting the 100 Day Review was to ensure we build the right infrastructure in the right places to deliver the right results for Queensland communities whilst supporting the successful delivery of the 2032 Olympic and Paralympic Games.
In developing the Report, GIICA and its Board followed a structured and transparent methodology underpinned by an evidence-based, data-driven approach, guided by the 100 Day Review Terms of Reference.
We assessed key infrastructure and connectivity to ensure integration across venues, transport projects and athlete villages. We considered deliverability, legacy impact, value for money and alignment with long-term growth strategies to deliver lasting social, community and economic benefits for Queensland while enabling the successful delivery of the Games.
From 5,862 submissions and over 150 stakeholder meetings, GIICA examined what’s needed, what can be delivered and what represented a long-term return on investment for Queenslanders.
GIICA’s Report on the 100 Day Review, prepared for the Queensland Government, made 86 recommendations designed to deliver legacy benefits across Queensland for decades to come.
The Queensland Government assessed our recommendations to help inform the 2032 Games Delivery Plan, which was announced on 25 March 2025.
2032 Delivery Plan
As well as delivering a successful Olympic and Paralympic Games, the 2032 Delivery Plan takes advantage of the opportunity to connect Queensland by building the roads and infrastructure we need for the decades to come, all while we drive tourism and back our grassroots clubs.
The 2032 Delivery Plan determined the 17 new and upgraded sporting venues GIICA is delivering across the state.
Right to information
Right to Information is the Queensland Government’s approach to providing the community greater access to information, which is supported by the Right to Information Act 2009 (RTI Act).
The RTI Act gives:
- the public a right to access government-held information (including an individual’s own personal information) unless disclosure would be contrary to the public interest; and
- individuals a right to amend their personal information in documents held by the government which is inaccurate, incomplete, out of date or misleading.
Applications for documents under the RTI Act are intended to be necessary only as a last resort. This is because it is the government’s preference to provide information administratively where appropriate, avoiding the need for applications under the RTI Act.

How to make an application for documents under the RTI Act
To access other GIICA information, you can make a formal application under the RTI Act in one of the following ways:
- complete the printable RTI application form and submit the form to rti@giica.au; or
- send a written request to rti@giica.au with your name, contact information and enough detail for GIICA to identify the documents you are seeking under the RTI Act. The written request should state that it is an application made under the RTI Act.
Fees and charges may apply, depending on the type of application you make:
- If you are only seeking documents that contain your personal information, there is no application fee
- If you seek any document(s) that does not contain your personal information, an application fee is payable to make the application
- Access charges may also apply. See the Office of the Information Commissioner’s Fees and charges page for details.
How to make an application to amend your personal information under the RTI Act
To make an application to amend your personal information we hold that you believe is inaccurate, incomplete, out of date of misleading, you can:
- complete the printable Information Privacy Personal Information Amendment Application form and submit by email to rti@giica.au; or
- send a written request to rti@giica.au with your name, contact information and enough detail for GIICA to identify the personal information you are seeking to amend and the changes needed to make the information accurate, complete, up to date or not misleading. The written request should state that it is an application under the RTI Act.
